SYSTEM SPECIAL INSTRUCTIONS

E.   TRAIN MAKEUP RESTRICTIONS

Restrictions will not apply to foreign railroads operating on J.G.L. trackage.

  1. When train tonnage exceeds 5,000 actual tons, the first 5 cars behind the road engine must weigh 50 tons or more provided train contains 5 cars that weigh 50 tons or more. For application of this train makeup restriction, two consecutively loaded platforms of an articulated car are to be considered the equivalent of one car weighing 50 tons.

  2. The following cars must be entrained with no more than 4,000 trailing tons:

    1. Empty tank cars measuring less than 35 feet in length;

    2. Car measuring less than 42 feet in length coupled to an empty car longer than 73 feet in length.

  3. Two-axle intermodal cars (AAR type FC or FCA) weighing less than 25 tons must be entrained with no more than 1500 trailing tons.

  4. Trains containing a solid block of 20 or more loaded multi-level cars must not exceed 6,500 feet in length excluding engines.

  5. Following train makeup restrictions apply to OTTX cars:

    1. Empty cars must be entrained at rear of train.

    2. Loaded cars must be entrained as close to the rear as train makeup will permit.

    3. When total train length (excluding engines) exceeds 6,100 feet, do not entrain any loaded OTTX cars.

    4. When total train length (excluding engines) exceeds 4,500 feet, do not entrain more than 10 loaded and/or empty OTTX cars.

  6. Cabooses are not to be moved other than at the rear of train, unless specifically authorized, except when handling 25 or less cars in local or road switcher service.

  7. Following train makeup restrictions apply to locomotive crane-pile drivers:

    1. They must be handled in work trains or special trains composed entirely of MofW equipment.

    2. Train must not exceed 4,000 tons and/or 3,000 feet; and

    3. When train makeup will permit, locomotive crane-pile drivers must be entrained not less than five cars nor more than 10 cars from head end of train.

  8. Scale test cars and cars designated as a rear-ender (RE) must be entrained within the rear five cars of train. A scale test car must not be handled as the rear car of train.

  9. Loaded continuous-welded-rail (CWR) trains must be handled separately from other trains.

  10. Tank cars identified on consist with warning reading, "Restricted car-see track bulletin/general order-ARR embargo 1-92", are dual-diameter tank cars which, loaded or empty, must be entrained as near the rear of train as possible with no more than 2,000 trailing tons.

  11. The following train makeup guidelines are to be considered when making up trains:

    1. Consideration must be given to the overall distribution of weight within the train with heavier cars placed toward the head end of train and lighter cars placed toward the rear.

    2. Loaded multiplatform double-stack cars (AAR type FCA) should be entrained on head end of train. These cars are to be considered loaded when they show on train list as a load.

    3. Blocks of 10 or more cars having an average weight over 100 tons should be placed near the head end.

    4. Any block of 20 or more conventional TOFC/COFC or multilevel cars should be entrained as close to the rear as good train makeup will permit.

    5. Any questions concerning train makeup in relation to guidelines a. through d., need to be referred to an Operating Officer.
